President and Chief Executive Officer David Carmen founded Carmen Group in 1985, and has since grown it into Washington’s premier independent lobbying firm. David has assisted clients with major legislative efforts that have funded projects across the United States and in Europe, Asia, Africa and Central and South America. He has participated in ground-breaking initiatives in the tax, homeland security, international trade, postal, transportation, healthcare, education, water and insurance fields. David was involved in many of the most difficult issues surrounding the national and local responses to September 11th.

He has advised many United States Governors, Mayors, Congressmen and Senators on policy and served as a political advisor to former Presidents Ronald Reagan and George Bush. He was an initial member of President George W. Bush’s campaign team, is a member of Team 100, and was appointed to the Presidential Rank Review Board which recommends to President Bush outstanding career members of the Senior Executive Service for the government's top commendation. David is an elected member of the DC Republican Committee.

Prior to establishing Carmen Group, David was director of policy and communications for Citizens for America, President Reagan’s grassroots lobbying organization. Before that, he was a speechwriter and co-director of opposition research at the Republican National Committee.

David follows a strong political tradition. His father Gerald — Carmen Group's Vice Chairman— has held posts including Ambassador to the United Nations, Administrator of the General Services Administration and Chairman of the New Hampshire Republican Party.

David has brought an innovative vision to DC lobbying: that effective lobbying organizations must behave with modern business discipline. He was the first principal to recognize that the era of disclosure has marginalized the old boy, horse trading “access” model of lobbying. He has staffed Carmen Group with substantive experts and instilled a business process that generates superior client results through a rigorous focus on innovation, goals, execution and accountability.

David is active in civic affairs, including the District of Columbia Chamber of Commerce and the Washington Area Board of Trade. He is a trustee of the Federal City Council and a member of the Young Presidents’ Organization. He serves on the Board of Directors of American University and the Capital Children’s Museum of Washington.

David is a founder and director of Anonymous Content Inc., which has produced many award-winning commercials and music videos, including the BMW films.com series “The Hire.”

A Manchester, New Hampshire native, David graduated from Sarah Lawrence College. He lives in Washington DC with his wife Elizabeth and is very proud of his sons, Henry and Alex.
